Larry is an owner and principal of LMR Consulting, specializing in disability policy, disability employment policy and practices, accessibility in the built environment and federal management.
Following his service in Vietnam, Roffee worked for the Paralyzed Veterans of America and, during the 70's and 80's, at all levels of the Selective Service System. He was responsible for all information resources of the agency, which included reviewing and approving the procurement and use of information and electronic technology and services; approving and controlling forms, publications and reports; and, coordinating the public information gathering activities.
From 1987 to 1989, Roffee served as the Program Manager for the President's Committee on Employment of People with Disabilities. In that role, Roffee prepared research and policy position papers for the Committee for circulation to the federal agencies and Congress, coordinated activities of the Committee members from the veteran's service organizations, federal agencies and other public interest groups.
From 1989 to 2008, Roffee served as Executive Director of the US Access Board in Washington D.C. In this role, he was the agency's senior career civil servant and reported directly to the Board, working to plan and carry out all Board programs and activities. Roffee represented the Board and liaised with the White House, various Congressional committees, the Office of Management and Budget and a variety of organizations and groups interested in the Board's mission. He exercised final authority for ordering and directing compliance investigations and initiating administrative enforcement proceedings, and represented the Board in Federal or state court civil action related to the Architectural Barriers Act or section 502 of the Rehabilitation Act. He further exercised general supervision over all personnel employed by the Board, and functioned as the agency's Chief Financial Officer and Chief Information Officer.
